The project is the final evaluation mission for “Bridging the Gaps of Agrarian Reform and Rural Development in Batangas, Capiz and Iloilo, Philippines” of Misereor funded CARRD development initiative in 2014.  The evaluation aimed at examining the outcomes and impact of the project in the assisted communities, identifying learning and best practices, measuring extent of attainment of development objectives, concluding on livelihood strategies and providing recommendations on enhancing delivery of services and attainment of goals.

The team provided evaluation services using the OECD-DAC Five Evaluation Criteria (relevance, effectiveness, efficiency, sustainability and impact) and the EC-specific evaluation criteria (EC added value and coherence) and PALSA approach.  The final evaluation result was presented to stakeholders and a written report was provided.
